This is truly stunning how the filters in this free program work. This is an example of just a simple filter effect called Waterpixels. It is under the filters menu:
Filters>Artistic>Waterpixels…
There are many settings to be fooled around with but the only one I used was called “Superpixels.”
Not Filtered (But converted from JPG to PNG.)
16 Superpixels
32 Superpixels
64 Superpixels
128 Superpixels
256 Superpixels
